Since Wheels are provided with an outward slope of 1:20, that's why we must have to provide the rail top with an inward slope of 1:20.
So that they must balance while the wheels placed on the rail top.

The slope is provided for the purpose of coning which is another separate topic.

It must be Rail Tilt of the track.

Because Tilting of Rail Tracks are placed at an inward slope of 1 in 20.
These are usually provided in bearing plates, chairs and metal sleepers to reduce the wear.
