The gauge distance is the distance b/w running face of rail but flange has 19 mm gap from running face so flange distance 19 x 2 = 38mm sorter.
-> Means slightly short.

I would like to know the reason behind lesser spacing than the Gauge that to be provided. Can anybody clarify it?

To prevent touching of flanges of wheel to the inner side of the rail.

Since gauge distance is the distance between the running faces of rail while flanges are provided on the inner side of wheels. That's why it's lesser up to the distance of approximately the flange's width.
