It means w is directly proportional to gravity. Hence w will not vary anywhere on the earth as gravitational acceleration is assumed more or less constant all over the earth

But this force of gravity varies on other planets hence sp.wt will change too.

Here 'other places' refers to places including earth and universe.

Answer must be B and C.

Specific weight is the weight per unit volume of a substance. Since weight depends on the gravitational acceleration, which varies slightly from place to place on Earth the specific weight of a liquid also varies accordingly. So both options B and C are correct.

Specific wt= wt/Vol & weight = mg and value of g varies for e.g in the moon it is 1/6th of the value of g. So The specific weight varies.
