Specific weight is the weight per unit volume of a substance. Since weight depends on the gravitational acceleration, which varies slightly from place to place on Earth the specific weight of a liquid also varies accordingly. So both options B and C are correct.

Specific wt= wt/Vol & weight = mg and value of g varies for e.g in the moon it is 1/6th of the value of g. So The specific weight varies.
