I think one option also should be there that is, we all know minimum superelevation means it indicates about camber.
So for rolling terrain, it should be minimum superelevation of 2%.

If it's maximum then the answer is 7%.
If it's a minimum then answer should be 4% because the maximum camber is 4%.
If it's a minimum then answer should be 4% because the maximum camber is 4%.
