11 for one is two-way and other one way.

& 6 for both one-way road.

That's why 16+8=24.

Conflict Points for two roads of 2 lane 2 way crossing each other:.

16 crossing.
8 merging.
8 diverging.
Total: 16 + 8 + 8 = 32.
