CC/High Bituminous road - 1.7%(light rainfall), 2%(heavy rainfall).
Thin Bituminous road - 2%(light rainfall), 2.5(heavy rainfall).
WBM/gravel road - 2.5%(light rainfall), 3%(heavy rainfall).
Earthen raod - 3%(light rainfall), 4%(heavy rainfall).

0.025 convert to %.
So 0.025*100 = 2.5%.
