According to irc grade compensation is not provided for gradients flatter than 4%.

Grade compensation = 30+r/r = 30+300/300 = 330/300 = 1.1,
Ruling gradient = 3%,
Maximum limit of grade compensation = 75/300 = 0.25,
So compensated gradient = 3-0.25 = 2.75.

Maximum limit of grade compensation = 75/300 = 0.25,
So compensated gradient = 3-0.25 = 2.75.
