Outer side there will be a valley, then how can you widen the road on the valley side?

As per IS:52-2001, clause 11.5.5 , Preferably the entire widening should be done on inner side of the curve. Hence the given answer is correct.

But considering off tracking and drive left rule, the outer side should be widened road.
