S = L/2 +C+ L/2.

Maximum number N of vehicle/hour indicates traffic volume or capacity is given by;
N = 1000V/S,
So that N = 1000V/L+C.

Traffic capacity or volume = (Velocity * Traffic density).

= (1000*Velocity)/(Average space headway)

S= Center to Center spacing between two consecutive vehicles = average space headway.

S=L/2+L/2+C=L+C=Average space headway.

Traffic density = 1000V/L+C -> Answer.
