Option D is correct.
To provide enough ductility so that beam can't fail in compression (to avoid sudden failure).

Rupture is a failure in which a material fails abruptly as we know steel possesses a certain ductility and undergoes some deflection and gives a warning before failure so abrupt failure is not possible in RCC structure.
So, the answer D will be correct.
