It's simply to estimate the AVERAGE TIME, {(t1+t2+t3+t4+t5+t6)/6}.

But here we are using to, tp and tm
'to' Means, expected that the project will be finished within this time.
'tp' Means, there are more chances that the project will be finished within this time.
'tm' Means, there are chances it will take more time, due to accidents or delays or any other reason.

For example: tomorrow I have to pour the concrete in foundation work.

'to' if the weather will remain good and workers will work continuously we can finish it early in 6 hours (20% chances).

'tp' As per the general weather conditions and workers average work output, we will finish it in 8 hours (60% chances).

'tm' in case of rain or snow, or any accident on site, it could take more time, and maybe it will be finished in 11 hours. (20% chances).

So the average expected time is = {to+4ta+tp/6 } = {6+(4*8)+11}/6 = 8.16 hours.
