Executive Engineer is overall incharge at a site. So answer is A) Executive Engineer.

The given answer is right.

1. Because here nothing mentioned that is it a pvt or govt organisation.

2. If discuss, There are also some works where JEs or you can say SDOs are the higher authorizes.

So may be the given ans is true in my point of view, if mistaken then sorry for my above description.
