The chemical reaction of cement is only with water (called as hydration of cement).

And how evaporation can help in gain strength.

Only C option is correct.

Option C is correct because in option A the cement doesn't chemically react with aggregates. And in option B the evaporation from concrete in submerged structures doesnt occur but strength is gained. And the hydration of cement is the only correct option.
