Portland pozzolana cement and sulphate resisting cement can be used. So here, option A is right.

A is the right answer. You have to go for the characteristic of pozzolana cement ie increase curing time (as it is in water), makes low permeability means makes impermeable (as waters try to enter but pozzolana resists that), and low heat of hydration. So a portland pozzolana cement can do the job.
