Dust has less permeability or leads to clogging, so it leads to a decrease in workability due to its sticky nature, too.

The maximum permissible dust content in aggregates is generally 5% for coarse aggregates and up to 10% for fine aggregates in low-workability mixes, according to standard construction specifications.
For high-workability mixes using fine aggregates, the limit can be as high as 20% of the total aggregate mass.
