'Warehouse pack' of cement means pressure compaction of the bags on lower layers.
When cement bags are stacked high in a warehouse, the weight of the upper layers compresses the bags below. This compression is what's referred to as a "warehouse pack." It can cause the cement in the lower bags to become compacted and potentially form lumps.
This is why it's recommended to:
Limit stacking height: To reduce the pressure on lower bags.
Rotate stock: To prevent cement from being stored for too long and becoming overly compacted.

As in ware house the cement bags are piled upto max height of 3m so the lower bags are get compacted by overlain bags hence option is correct.
