Yes, I think also that only proper concrete mix reduce the shrinkage of concrete.

@Ashish. How water cement ratio = less cement??
For ex...water-100, cement- 5...then w/c ratio is (100/5) = 20.
So if we reduce cement means high w/c ratio...like,
Cement is 2 then w/c ratio is (100/2) = 50.
So for me 1st and 2nd option are opposite to each other...it may be right...is that is cement/water ratio...
Please Correct me if I am wrong.

As the amount of water added to the mix is increased the ratio of water-to-cement is increased which increases the amount of shrinkage.
In simple terms water is volume. Increasing the amount of water added to the concrete mix correspondingly increases the wet mix volume.
