Because both sides of the cone are kept parallel.
The internal surface of mould should be kept clean and the axis of mould is perpendicular to end faces is also right but option D is correct because the shape of the slump cone is a frustum of the cone that is incorrect.

Why not option C?
The internal surface of slump cone must be clean & free from set cement for the measured workability of concrete through slump test.

As the segregation occurs from middle parts. So practically top and bottom surfaces remain parallel that's why option one is correctly said and the question is asking about incorrect one.
