I think the Answer is based on the idea that coarse aggregates provide less surface area of contact than the fine particles that provide a higher surface area of contact b/w particles that causes friction.

In course aggregates surface area is less and hence less friction.

Well, I think about adding more water. Lubrication will be more and thus internal friction will be decreased.

Answer is right, author don't care about concrete strength. We all know more water makes concrete bleeding and more coarse aggregate causes honeycomb.
