I didn't agree at all, in books it is clearly given that, as per Abhram law for WC ratio, for workable plastic concrete, the strength of workable plastic concrete is purely depend on water content used in a proportion of concrete. And it's quite independent upon the quantity of cement & aggregate used.

The strength of workable plastic concrete depends upon the quality of cement and quantity of cement mixed with aggregate but here in this question, it is asked wrt. Abram's law, there is nothing mentioned about the quality and quantity of cement mixed, So, both option B and C are correct.

Given answer is correct, it is saying "it does not depend" in option C and D. Therefore by marking option D, it means it depends on quantity and quality, which is quite obvious.

Abram equation only gives the relation b/w strength and water required. It doesn't talk about quality.
