The aggregates chosen for mix should be inert (not reacting with any other substances). However it is the skeleton form of the Concrete. It plays crucial role in strength of concrete.

The answer should perhaps be none of these as the aggregates should ideally be inert but in actual practice aggregate do face ASR reaction.

The word Inert means not reacting with any other things even with favorable conditions. So the aggregate doesn't react chemically with cement and water if there is nothing chemical present in it.
