Vicat apparatus is used for all three tests but difference is as below.
For consistency - Plunger.
For initial setting time- Needle.
For final setting time- angular collar.
For consistency - Plunger.

Standard Vicat Apparatus has a reversible stainless steel plunger and needle assembly for 300g total weight. It is used to determine consistency and initial/final set times of cements and mortar pastes.

Setting time is also done by Vicat apparatus. By making the paste of 0.85p where p is the normal consistency.
