I think blast furnance cement use because pavement laid on soil. Sulphate present in soil so this cement protect.

Rapid hardening cement is used in the repair of roads & Blast furnace slag cement is used in the construction of road b/c road payment are constructed over soil and soil is generally rich in sulphates and BFSC has good resistance against sulphate attack.
