Those who agree with option E, they also agree that option C is correct for OPC, but those who are saying option C is correct they are not defining why option E is incorrect. As A, B, C, D all are the necessary criteria for OPC.

I agree with option C, as it says that "initial setting time is not less than 30minutes" that means it should be more than 30mnts, not less than 30. But we all know the Initial setting time of OPC is exactly 30 minutes, not more not less.
