No, it does not wants to make a steel brittle while during rolling process (temp 1200 degree) then due to presence of phosphorous cold shortness occurs and due to sulphur hot shortness took place.

As a percentage of sulfur increases then the strength of material increases (in rubber to make different materials having different elasticity eg. Tyre, rubber, plastic chairs, belts,) sulfur used.
