Asbetos powder is right because of it's complex structure it can easily fill up the voids and also provide good bonding between particles hence it is good substitute for binder material.

I think "plastic powder" is the correct answer. When we use plastic powder as filler material in bitumen. Then its performance will be better than normal one.

I think if it is plastic bitumen it should be plastic powder to be used as filler material. Isn't it?

But referred from section -1 the plastic bitumen is a mixture of cement and bitumen.

Apart from this, we have to use asbestos cement in place of asbestos powder.
