Asbetos powder is right because of it's complex structure it can easily fill up the voids and also provide good bonding between particles hence it is good substitute for binder material.

I think "plastic powder" is the correct answer. When we use plastic powder as filler material in bitumen. Then its performance will be better than normal one.

But referred from section -1 the plastic bitumen is a mixture of cement and bitumen.
