The filler used in plastic bitumen, also known as bituminous mixtures, is typically a fine mineral aggregate such as sand, limestone, or granite dust.
This filler is added to the bitumen (a sticky, black, viscous liquid) to improve the physical and mechanical properties of the mixture, such as stability, strength, and durability.

Asbetos powder is right because of it's complex structure it can easily fill up the voids and also provide good bonding between particles hence it is good substitute for binder material.
