It's not 4 cm.
it's generally kept 2.5cm or 25mm in plinth level so that moisture from substructrure did not proceed to the superstructure elements roos, halls, classes.

Damp Proof Course (DPC) is generally applied at basement levels which restricts the movement of moisture through walls.
Cement concrete is commonly adopted material for DPC at plinth level, 38mm to 50mm thick layer of cement concrete M15(1:2:4) serves the purpose under normal condition.
