It's not 4 cm.
it's generally kept 2.5cm or 25mm in plinth level so that moisture from substructrure did not proceed to the superstructure elements roos, halls, classes.

The damp proof course is not a layer only but a whole set of the layer which is to be applied for protection of superstructure from moisture.
There are the following layers to be considered:
Foundation concrete (1:2:4) 40mm - 50mm.
Flat brick soiling (with fine aggregate).
Mortar layer with PUDLO (20mm - 40mm).
Finishing layer (tile base and tile).
