Divide its magnetic heading by 10, round it to the nearest whole number and you will usually get the runway number.
For example, if the magnetic heading is 345° then 345/10 = 34, 5.
So the runway number will be 35 which will be a runway used for landings (and takeoffs) to the north.

S 45° E means 90 + 45 = 135 135/10 = 13.5 so its nearest value 13 and 360-45=315 315/10= 31.5 near value 31.

The direction for both numbers 13 and 31 will be the same,
Just draw a line with 130° clockwise, and then draw the line 310°. You will see both are in the same direction in two opposite coordinates.
