Cooling towers are heat removal devices used to transfer process waste heat to the atmosphere.
Range - The range is the temperature difference between the warm water inlet and cooled water exit.
Range = (T of hot water enter the tower- T of cooled water leaving the tower)

We can not cool below WBT by using CT.

But I think that cooling range refers to the difference between hot water entering and cold water leaving the tower. Please reply about correct answer!

I think option B is correct because the range is always in between lower T to the max. T and max temp. Limit of the cooling tower is wet bulb temperature of surroundings.

The cold water when entering the tower is cooling water and when it leaves the tower it's temperature will be increased.
