The Coldwater when entering the tower is cooling water & when it leaves the tower it's temperature will be increased.

In the cooling tower, we use the ATMOSPHERIC AIR (which is at room temperature) to cool down HOT WATER (having temp more than room temperature).

The outlet water temp (which is called cold water here) will be surely less than that of the inlet water temperature (which is called hot water here).
