C is most probable answer because v=vmax.s/km+s, m.m equation.

v is directly proportional and km is inversely proportional.

10 fold decrease in km means the km'=10 km (bcoz affinity = 1/km not only km), so we will increase so the second statement is false and the answer should be the option (A).

V = vmax|S|/km+|s| do if we increase v max v increase and decrease km will also increase v. If km is small it means affinity high so more substrate bind to the enzyme.

I think C is the answer because the decrease in Km also leads to increase in velocity (formula- V= (Vmax*S)/(Km+S).
