Because in question they asked men : women that's why we can't take women : men.

Why we multiply 20*16 and 16*15. Means what is the logic behind it?

5 : 4 = 4 : 3.
16/15 = 4/3.

m1*d1*h1 = m2*d2*h2
So, 16*15*h1 = 16*20*h2.
h1:h2 = 4:3.
