Then, the capacity of tank = 25x.

Its so simple:
Just reverse the new capacity 2/5 into 5/2 then multiply it with 25.
25*5/2 = 62.5.

A number of bucket=x.
Tank ,y=25.
y = (2/5)x.
25 = (2/5 )x.
x = 25*(5/2).
x = 125/2.
x = 62.5.

It's simple.
2/5 = .40 = 40 percent.
25÷40 = 0.625 * 100 = 62.5.
