Explanation:

Let the numbers be 3x and 5x.

Then, 3x - 9 = 12
5x - 9 23

23(3x - 9) = 12(5x - 9)

9x = 99

x = 11.

The smaller number = (3 x 11) = 33.

In question they told each number is subtracted from 9. Then the answer would be (3*11) - 9 = 24. But they've not given 24 as the option to choose.

Its simplification if the equation:
23(3x-9)=12(5x-9)
69x-207=60x-108
69x-60x=-108+207
9x=99
x=11
