But according to situation it seems that cistern is continuously been filled so how will it get empty and in question it is asked how much time will it take to empty the cistern.

It is water filled tank there is no continuous source of water so it will get empty after a period of time.
In data, they provide the time for with leak and without leak to fill the tank.
