It's very simple,
Suppose he had 'x' apples,
Here x = 420.
Then (100 - 40)% = 60%.
Now required solution,
60/100 *x= 420,
x = (420 *100/60) = 700.

or;

x = 280 (280 apples sold)
Then total apples 280+420 = 700.
So, here 100% of apples he sell 40% apples then he had the remaining 60% of apples.( 100-40=60)

or;
60%----> 420
40%--->x.
x = 420*40/60,
x = 280 (280 apples sold)
Then total apples 280+420 = 700.

So, 420/60.
