p1 + p2 + p3 = 20400.

(11628/20400) * 100 = 11628/204.
204* ??= 11628.
4*7=28
Ans 57.

Let the total taken as 100.

20400->100
then;
11628->?
so,
100*11628/20400 = 57.

How we can known that total no vote polled 20400 as in question not mentioned?

50% of 20400 = 10200.

11628-10200 = 1428.

1428*100/20400 = 7.

50+7 = 57.
