Simple sum of the number, if sum is only divide by 3 so that answer like.
(2+1+3+3) = 9 is divide by both 3 and 9.
(2+3+4+3) = 12 is only divide by 3.
Check all.

What about the numbers that are divided both 3&9 because question does not imply "only 3", if only 3 why should 9 come into question?

Shortcut method:
To check a number divisible by 9- sum of all those digits should be divisible by 9.
Just add all those digits in each no and check if /9.
