Answer has to do with how many circles are in each number. So the number 8 has two circles in its shape so it counts as two.
So as like:

2581=2.
So answer is 2.

Face value of 6 is 6 and Place value is 6000 (look at the digit "856973" count after 6 so there are 3 digits, we will write 60000).
