Simple explanation.
For it to be a perfect square it should be like this: a^2 + 2ab + b^2 So what's missing in that equation to be a perfect square is 2b so here b is 0.02 so 2*0.02 = 0.04.

I think the ans should be 0.2.
(11.98)^2+2*11.98*0.02 +(0.02)^2.
2*0.02= 0.04=x^2.
x=0.2.
(11.98)^2+2*11.98*0.02 +(0.02)^2.
2*0.02= 0.04=x^2.
x=0.2.
