I don't understand why approximations have been allowed when the = is straight. or is it that as the total number of decimal places moved top and bottom is 6 and as long as this is equal, this is ok?

If numerator and denominator of a fraction contain the same number of decimal places, then we remove the decimal sign.

Convert the decimal points to whole number.
We get (203*292) / (73*145*7). Then (292/73) * (203/7*145). This gives (4) * (29/145) =4* (1/5). Hence we get 4/5.
