As per my logic;
396 ------>3+6=9.
427-----> 4+7=11 but here we have 2 in where it should be eleven in the 2nd digit apply this logic.

Here divisible by 3 trick is not working because 572, 427 & 671 are not divisible by 3.

TRICK 1: all digit divisible by 11 except 427,
TRICK 2: middle digit is the sum of other 2,
TRICK 3: all numbers , digit sum is even except 427 = 4+2+7 =13,

396/11=36 671/11=61.
462/11=42. 264/11=24.
572/11=52.
But 427 is not divisible by 11.
So, the answer is opt. (b).
