A tree with no leaves is called a DRY TREE.
A tree with no flowers is, for example, the NEEM TREE.
A tree with no fruit is also a tree, for example, Banyan TREE.
All these lack 3 of the 4 things mentioned but you still call them tree.
But have you ever heard "A TREE WITHOUT A ROOT IS CALLED?".
No, because no such thing exists, So, given answer is right.

You often see a tree with no leaves, flowers and fruits. i.e. a dry tree (sukha ped) but it cannot be there without its roots.
So, roots are to be there always.

A tree can be without fruits, flowers or even leaves. But a tree can not survive without its roots.
So treee is always associated with roots

A tree may or may not been have flower, fruit, or leaves but tree always has roots.
