If we can't get the answer easily we can do elimination like.
Rails and guards are not needed (as musheer said trains use rails but they don't have it).

I think train doesn't require engine. For example, maglev trains don't have an engine. But they require rails so rails are important.

The correct answer is rails as train always on rails only. There are chances train without engine.
