I think circle covers the biggest portion and triangle is on it and so option D is the correct answer. I may be wrong but logically there is only 1 reason of selecting D as answer.

The Question is most Represented,
(i) Environmentalists - the Environmentalists not represented more in the diagram
(ii)Legal Experts - likewise the legal experts are also not represented more
(iii) Engineers with legal background - this also is not more
(iv) Environmentalists with Engineering background - this is the most represented in the diagram
That's why D is a correct answer

as you can see that most of the part is covered by triangle, but ultimately triangle is within a circle so D option is the most appropriate.

Also all the engineers are not with legal background, but all the environmentalists are with engineering background.
