Because tomato is a fruit so the big circle will be fruit and the small one inside it will be tomato and the the outer circle will be the vegetable.

Generally tomatoes are considered as vegetables so all tomatoes are vegetables but fruits are different so option 'A' is correct.

Tomatoes are fruit and vegetable so the diagram will be like there is a circle in the intersection of two circles.

All tomatoes come under the category of fruits. Therefore the bigger circle indicates fruit and the inner circle indicates tomatoes and vegetable. It is a separate entity.
