All tomatoes come under the category of fruits. Therefore the bigger circle indicates fruit and the inner circle indicates tomatoes and vegetable. It is a separate entity.

Tomatoes are actually fruits but for purposes of human consumption, it is primarily a vegetable. So option A is correct as tomatoes are fruits but not all fruits are tomatoes and vegetables is a totally different category.

It is confirmed that tomato is a fruit so it comes under the category of fruits and on the other hand vegetable is different from these both so it will be different from others.
